Sas notation

I ran into a SAS notation I had not seen before. It is E in a number. So you might have 9.9E12. I assume this is scientific notation, but I am not sure what exactly it means. I assume it means that this is how many zeros you would have to the left of the first digit so E11 would be larger than E12.

Does anyone know? And is a smaller Mean Square Error better than a larger in exponential smoothing? Amazingly I have yet to find a single source that comments on this in a month of looking:p
